an absolute moron on the road. thinks he is a traffic officer. the road rules are saying that you should be merging lanes at the time of merging the lanes, not blocking one lane 200 yards before the merge. no one is trying to "cut in front of you" if everyone is moving 10-15 mph to then merge and continue the journey
