Without dash cam footage it is difficult to say if the driver pictured is at fault, from the stills it appears the oncoming vehicle is already at the bridge entrance before the camera car has reached the start of the priority zone. The priority starts at the sign and a vehicle may correctly enter from the non priority end if they judge an approaching vehicle is some distance from entering the zone. If the cam driver was approaching with caution, as is appropriate in this situation, it is difficult to see how the oncoming diver could “take them out under a tunnel” as they would be going slow enough to stop. In these’s situations I always find caution and courtesy to other road users is the best way to proceed.
