Could be any number of reasons for this. It's the exception to the norm as far as parking goes, right? Then don't fret over it. . sure it's annoying, but it'll be sorted. Unless they've allegedly done anything else??

Not sure what the van driver was trying to achieve, you're going at the same speed as the traffic in any case.
