Could be any number of reasons for this. It's the exception to the norm as far as parking goes, right? Then don't fret over it. . sure it's annoying, but it'll be sorted. Unless they've allegedly done anything else??

Renault tries to go when cyclist is crossing & still keeps going forward when the cyclist is walking. Almost clips the cyclist in the video.

Can’t go round a corner without lowering the speed down to 3mph and breaking to a stop !
