Yes but, if you look with your eyes instead of the back of your bloody head, you'll see that the next bay is for emergency vehicle access. Rarely used, you're right, but BLOODY IMPORTANT when you have firestarters like Skippy working in the building.

This driver was involved in a hit and run in Spain. Please if you know who the owner of this car is please contact your local police to contact the Guardia Civil. The person who they hit has died. Please please help get them caught
Of course DVLA/Police can but that assumes this is not a cloned vehicle. Also it would only give a UK address even if a legitimate plate. Then of course you have to I/D and find the driver,
