This driver doesn't understand how filter lanes work. Highway code says "merge in turn". He will drive so closely to the driver in front to avid allowing others (who have right of way) to merge in front of him and allow him to "skip one car ahead". Beware - one day he will cause an accident by ramming into the back of someone!
