Ownership of a car and tax is irrelevant. Car tax doesn't pay for roads - almost everyone pays including cyclists, through local and national taxation. So you are actually paying a disproportionate amount because almost all road damage comes from vehicles. "Road Tax" does not exist.
What's most important is that you have -as you correctly state - as much right to be on the road. If the driver doesn't want to share the road - as required - then they are the problem, not cyclists, not other drivers. Them. They agreed to share the road as a condition of the license. Solution for them: grow a pair and walk..before you kill.
