He is a driving instructor and I have passed him 2 times with him on his phone and driving like a complete idiot going way over the speed limit and cutting people up.

Completely erratic driver. Driving 25- 30ish mph in a 60 zone so you're inadvertently driving close behind and then speeds off so you think he's gone and then breaks so you're stuck up his arse and repeats this.
