Just checked DVLA website - the car is UNTAXED - and therefore UNINSURED - so have reported it as such!

Looks like the cyclist wobbles into the car. The car was very close but it doesn't look like the cyclist checked to see is it was clear before starting to move over. Unfortunate accident but not really sure about fault blaming.
