Don’t know if this driver didn’t look before pulling out into the fast lane or whether it was deliberate to obstruct, but without indicating pulled out just as I was about to pass. There was no vehicle for overtaking immediately in front of this vehicle (I would have overtook this vehicle if it had stayed in the left lane), so quite likely deliberate. Looked like a driver with a chip on their shoulder.
