Why not slow down and be little bit more patient and curteous. And not, it's not because you're on a bike.. I ride one too, but in conditions like this you have to make allowances. People make mistakes. Sure, if it's intentional then it's different but you still have to drive/ride/walk in accordance with the conditions not your presonal goals.
I've been blocked in before from my drive, needing to get to hospital. Rang police, naturally of no help. Pointed out to them I'd only done this to make 'reasonable attempt to identify driver' which GDPR prevented their passing on. I would now under the highways act do minimum damage to vehicle to allow my access to the highway from my property, this would involve smashing drivers side window, busting steering lock, then moving vehicle by hand to a less obstructing location. Weirdly as I brought up the lump hammer to start the process 5 minutes later, the owner appeared, dived into it and drove off,... my guess is the police weren't totally useless on this occasion and likely contacted said owner's mobile and told them to move it now or else something would happen they'd not be pursuing either. Or timing at 00:10 in a residential street on a Monday morning was an amazing co-incidence.
