He was speeding down the village high street (20 mph), he clipped two car wing mirrors and almost hit an old man. I think he was either drunk or on drugs. He had a fat, round face and was very ugly.

The driver of this vehicle was driving very slowly, leaving ridicules gap in traffic ahead, at least 6+ car spaces long in peak evening traffic which was very frustrating. Wasn't confident while entering the roundabout and whiles on it, they also switched lanes twice on the same roundabout causing traffic, confusion and a potential accident. I don't know who passed your driving test, but they surly were too generous putting it lightly. I think you should take a few more lesson.
