This video doesn't emphasis enough how dangerous this manoeuvre was. They pull out in front of traffic then suddenly slow down, causing the oncoming car to almost stop.

Changed lanes without signals or mirrors right into a cyclist. ignored complaints completely then tail-gated cyclist before driving in the cycle lane and stopping in the ASL box.
