All that seemed to have occurred is that the 4th lane had not yet stopped, maybe an accident in lane 1 or 2. His action was totally unjustified since all the time it appears the traffic ahead was beginning to move away again.

A very dangerous driver going under 5 mph on the motorway blocking everyone from going home and causing a massive traffic jam in the right hand lane. very dangerous should not be on the road could have caused an accident!
