Further to m y initial post, please read as follows: `As Rule 57 of the Highway Code states "When in a vehicle make sure dogs or other animals are suitably restrained so they cannot distract you while you are driving or injure you, or themselves, if you stop quickly. A seat belt harness, pet carrier, dog cage or dog guard are ways of restraining animals in cars." A big problem here is that in reality there is no law governing the stated passing distance. It is only guidance.
However, it can be used against a driver when taking into account the charges of careless, dangerous or reckless driving, or driving without due care and attention.
Even in such cases, you mostly need witnesses and if providing video evidence, it has to be clear and compelling. Another problem is that many forces simply aren't prepared to get off their rears and follow through complaints. This despite the risk these drives can and often do, cause to human life.
Britain is a very backwards country when it comes to cycling funding, provision, awareness and education. No wonder so many people are put off.
