The DVLA website says that this vehicle has not had any tax since the 31st December 2014. So this vehicle has been driving illegally for 4 months. The tax disc (irrelevant) said 31st Dec 2014, which is when it last expired. I've seen this vehicle driving on the road nearly every day. Whether this is a DVLA bug or the vehicle genuinely has no tax, something is wrong. The vehicle is not SORN and has an MOT. The driver was a female and had 2 kids in the car, along with some horrible music playing.
If a vehicle is parked and causing an obstruction, it is a police matter who are supposed to act. However, most police are useless and cannot be bothered to reinforce the law. You could check with your local council about their parking regulations. Perhaps an official complaint to the Chief Constable would help?!
