If they genuinely parked in the middle of the road then the police should be informed as this would have caused a blockage for any emergency services that needed to get past.

The driver of this vehicle obviously has zero consideration for anyone else;
- Parked partially blocking the entrance to a car park
- Parked beside a bin area therefore blocking pedestrians
- Parked opposite a vehicle therefore creating traffic issues

Isn't that illegal? Perhaps send the video to the police so they can look into it as this causes serious accidents on the hard shoulder.
