I reported it to the Highways Agency, but they said it was a police matter. I also called GM Police and reported it but they were not the least bit interested.

I know this is stereotypical but without evidence there's not much you can do charges wise, but the allegations are very strong so he may come back at you with something. Though now I can't stop wondering if you do have a nice chest.... I am merely a man :(

Typical imbecile type driver who clearly doesn't want to share the road and is prepared to use a vehicle as a weapon. To the cyclists, the one thing I advise, don't shout names but be ready in case you have to defend yourself.. least then they can't try and use some form of mitigation should criminal proceedings be filed (trust me, many of them will).
