Report the owner to RSPCA. Get the police to do a vehicle check and track the owner. Disputable treatment of an animal.

I don't really see the problem. He is in front of you so you can just slot back in behind him. Perhaps you shouldn't have left it so late in attempt to merge? You're the one who is changing lanes so the cars in the other lane have priority.
