I do believe this gentleman requires a ban from driving. Vehicles are not to be used to harass or intimidate other road users and threats to use a vehicle to run someone over highlight the need to remove his use of any vehicle. An unstable person who flits between aggressive road rage and intense 'self caused' fear is moments away from acting on impulse and taking someone's life with their motor vehicle.
